Just like the Tapus, Null and Silvally, who are listed as LEGENDARY POKEMON by TPCi, who apparently knows the franchise better than the actual creators.
This green background is associated with LEGENDARY POKEMON, more specifically Sub-Legendaries.
If they honestly didn't want to say UBs were Legendaries, then they would have given the UBs a plain background or another color to differentiate them from the Legendaries, Sub-Legendaries AND regular Pokemon.
