He's exactly the kind of person he hates, but the story doesn't acknowledge that like it did with Cyrus.
And his plan is an absolutely bullshit one too. Culling part of the population isn't more than a temporary fix, if that. He isn't accounting for repopulation, he isn't looking into the fundamentals of the problem. It's going to repeat itself because he wouldn't have done more than sweep everything under the hypothetical rug.
The UW wouldn't even have affected to world- just Kalos. What's stopping people from other regions grabbing free real estate? He isn't going to have enough Pokemon to power the weapon again at that point.
XY already had a character that would've been a great fit as a tragic villain- AZ. Why Lysandre had to exist at all is a question.
