International Red & Blue are derived from the programming from the Japanese Blue. Japanese Blue had the player trade a Kadabra for a Graveler. The text from the Japanese Blue stated how your Kadabra evolved after it was traded to the NPC.
When this text was translated over in English for the American Red and Blue, the translators were morons and assumed that the Raichu evolved after it was traded. It wasn't.
There was also a similar trade in Cerulean City; American Red & Blue had erroneous text that stated your Poliwhirl evolved after you traded it for the Jynx. In Japanese Blue, you trade a Machoke for a Haunter, and then the old man states your Machoke evolved after it was traded.
