I've just beaten Gen 2 for the first time in the last decade and I seem to have missed the explanation for everything to do with him. I can't even recall why he was on Mt. Silver in the first place. What did I miss?

And on an unrelated note, why was I so fucking overleveled throughout the entire game? I can't recall Crystal being this easy. If it wasn't for Red being even more overleveled than I was, the entire game would've been trivial.
And to think, I used to mock Gen 1 for being piss easy the moment that you beat Misty onwards.
