And by looking more into it I found that Ledian is just the worst.
The worst BST of all fully evolved or 1 stage pokemon without a gimmick. 2 pokemons with less BST, fully evolved or 1 stage are full gimmick :
Smeargle (We know he is usefull as in VGC)
Shedinja (a "possible" win condition if the opponent doesn't have SE attack or certain anti-ability move or etc...)
