Noibat was a baby. It learned to fly and got an episode or two of focus, but it was always weak and didn't really do much. Its claims to fame was knocking down Zapdos, beating Inkay, and beating one of the weed kid's Pokemon. If I remember right, it only managed a draw in the League, and lost its other battle.
Alain didn't have the benefit of 3 years of screentime to develop a team, and at least most of his team had a good showing to prove that they were strong. Ash's team was mishandled for three years and had a weak League showing.
