With Ivysaur, you can imagine it actually existing in nature; how it lives and eats. But the design isn't annoyingly specific, so you're able to imagine your own individual Ivysaur's personality.
Then you have an owl in a bowtie. Why does it have a bowtie? Why is it similar to a butler? Why does it twirt its hair? How do they live in the wild? Is every Dartrix a snooty butler? For what purpose do they act this way?
It's a contrived design to give it a more marketable personality, and it makes no sense.
Just read Dartrix's pokedex entry:
>It's a bit of a dandy.>This narcissistic Pokémon is a clean freak.What is this shit? Stop it.
Compare to Ivysaur:
>The bulb gives off a pleasant aroma when it blooms.>To support its bulb, Ivysaur's legs grow sturdy. Cool nature facts. Not the most interesting lore I admit, but you get some insight into how this creature functions.
