1. All moves (other than Z-Moves), even non-damage moves like Reflect, or Slack Off, have a 1% chance to fail.
2. Introduce moves with secondary effects that are totally ludicrous. Such as Spike Explosion.
Spike Explosion. Physical, 150 BP, KOs the user and adds a row of spikes. 2% chance (1 in 50) to add Stealth Rock and three rows of spikes instead. its both foes for damage in doubles, does not hit allies.

Terrorize. Ghost, physical, 80 BP. 1% chance to OHKO the target. If the 1% chance activates it works on Normal types too.

Status, raises Special Defense two stages, 2% chance to put up Reflect and Light Screen in addition to raising the SpD.
Make gen-8 totally full of moves with a 1% or 2% chance to be totally broken and practically win the battle right then and there.
3. Make Super metronome, which is Metronome except it doubles the base power of all damage moves used by it, and status moves are used twice consecutively. Then host a tournament where Super Metronome is the only damaging move allowed!
4. Make a conscious effort to design gen-8 pokemon to be full of slow powerful wallbreakers that, with the right moves, IVs, and EV spreads, can 2HKO most of the game. But they're all in that weird shit spot where they're too fast for trick room but too slow to be a real sweeper. Then host a tournemant where only gen-8 pokemon are allowed!
5. Increase the base power of pretty much every move by 10. Decrease the BST of almost every pokemon by 5, taking the points out of HP in every case.
There, pokemon can't be competitive anymore.
