Regarding balance, despite the fact that Shadow Mewtwo, Suicuine, Gardevoir, and Charizard are on the bottom half of both lists,all of those characters show up in top 8's at events somewhat often, Blaziken does as well. Pokken isn't perfectly balanced, but it is a hell of a lot more balanced then other fighting games in that all but 1 or 2 characters are tournament/high level play viable
I don't know why that player has each tier as A, B, C, D, and E, but that's certainly not accurate: Looking throuhg the tier list of pretty much any other high level player would tell you most tier lists for pokken go down to C at the lowest, occasionally with Croagunk and Empoleon in a seperae "unviable" tier as of late. Having 2000 hours in the game myself, my tier list would be
S: Decidueye, Lucario, Mewtwo,
S-: Aegislash, Braixen, Libre
A: Garchomp, Sceptiile, Chandelure
B: Weavile, Pikachu, Darkrai, Shadow Mewtwo
C: Machamp, Scizor, Charizard, Gengar,
C-:Blaziken, Gardevoir, Suicuine
D: Empoleon, Croagunk
