Unless pikachu gets that evolution that they scrapped in the original games I have no idea why anyone would choose him. pikachu is trash. Eevee is legitimately good and has a multitude of possible evolutions to choose from. You can start building your team and whatever typing you're lacking you can just evolve the eevee into that particular type, and even if you need an electric type, jolteon is leaps and bounds better than pikachu in every way imaginable.

How is this even a question?
