Starters in the main series have absolutely never been version exclusives. And even in Yellow where the starter was only Pikachu, you could still get Bulbasaur, Charmander, and Squirtle and in RGB, you can catch Pikachu.
There has not been a single instance of a starter being impossible to obtain in one version without trading. You can always catch them later on or restart, never being completely unobtainable.

Honestly no.
Eevee is good but stones are always encountered at least mid game. First gyms would be though for normal type. Pikachu's electic type would have stab moves. Don't forget with light ball, it's quite powerful.
