The fact Ohmori copped to programming the trials in last minute and that the upper version team was both confirmed to be "unusually small" comprising 82 members and comprising very few senior staff aside from Ohmori himself, indicates no-one with clout in the hierarchy was working full-time hours on this, if they ever were. No studio, big small or middling pays its staff to hang around kicking their heels. If the senior staff weren't working on VII, they were working on VIII or they wouldn't be getting paid (no working, no monies sent to your account, you know?).
