That could have been intentionally, so that there's a new evolution method based on a restaurant meal or something. You could go to these kiosks that serve different foods, like booster shakes, that effect Pikachu's evolution into a different Raichu form with a secondary type, including Alolan with the "pancake booster juice".
I'm surprised Pikachu hasn't gotten different evolutions sooner, since he's kinda the mascot and Cash cow of the series. That stuff would sell so much. I expect Eevee would get two new evolutions as well, just for something new and enticing. I don't know if Pikachu will get as many options. Will it be just different Raichu forms, or whole new evolutions? I'd expect to get at least four forms/evolutions, my guess would be a fighting one, and a standard grass, fire and Water, maybe another combo that's not already represented in a Pikachu clone, like dark. Another thing I've heard is the idea of bringing back cosplay Pikachu, or something similar, to get thar coverage and enticing newness people want from a Pokemon game. They want partner Pokémon with new options/features.
It's also interesting in that Pikachu actually has a pre-evolution in Pichu, and Eevee doesn't, so they probably aren't going for perfect parallels in starters.
