Of course it wasn't. Bulbasaur was the "easy mode" of gen I. Even Oak hints at it.
Bulbasaur: easy mode, because it is super effective against the first two gyms and resists the third one. It does OK in the other gyms and can always inflict status ailments.
Blastoise: normal mode. Super effective against the first gym, stalemates against the second, weak to the third, but super effective against the last ones.
Charmander: hard mode. Weak to the first two gyms and does regular in the other ones, except the grass one.

They do, but then Thick Fat halves it back down to neutral.

So yes, it isn't weak to Fire and Ice. Just like Mamoswine resists Ice and takes neutral damage from Fire.

The gyms weren't the hard part of Kanto, Mt. Moon was just as likely if not more likely to faint your team than Giovanni was. Bulbasaur being weak to the most common mons in flying and poison and bug means he's not as easy as he was IN red and blue.

Bulbasaur didn't even learn Vine Whip until Level 13. Meaning that it had tackle to get through Viridian Forest and probably only tackle to get through Brock without grinding. Vine Whip only gets you murdered in Mt. Moon.
