Maybe we can send them on ''holiday" or something, but for all intents and purposes, they're probably more of an accessory then an actual Pokémon.
The more I think about it, the more it makes sense to me. If they make it so that they are your starter and you own them and battle with them, if they lock the evolutions , Eevee is pretty useless. Pikachu is at least passable with items and move pool, because it's the mascot they've done everything they can for seven generations to make it a viable Pokémon sans evolution. But unless they majorly rehaul eevee, it can't keep up with the later half of the game. It's stats are too low, it's move pool lack luster...and if they buff it too much with movepools, it just makes the eeveelutions even better by having more variety and you'd still be better evolving it.
If they do let Eevee evolve, then Pikachu lacks variety. They'd likely have to add stuff to Pikachu for balance. Will we get a bunch or Raichu forms? New Pikachu evolutions? Cosplay outfits? That's a LOT of model work, especislly with eeveelutions. Will they really put in that work?
Even if they make these an extra special Pikachu and Eevee, people are gonna be upset cause it likely won't be able to move forward in the series... we've left behind Pikachu's and the like before, but these are starters. Tapping our nostalgia to buy remakes, then giving us a starter that we probably can't ever use again is another can of worms. Naw, I'm really starting to think it's just gonna be this following NPC that doesn't battle, etc. Just has plot relevance and looks cute walking behind you and riding on your head.
