They needed somewhere to put Articuno in Kanto, and there's literally no other Icy/Cold/Snowy Areas.
Which basically translates to >>35568389 because if HGSS were made today all the Legendaries aside from the Beasts, Ho-oh and Lugia would just be shat out of portals.

GSC's data space was pushed to the limits as it was, and Seafoam Islands had to be cut.

Since it wasn't an issue for HGSS, they decided to bring it back to improve Kanto.

They did put snow in Mt Silver. Sometimes I wish they could have added more to it, maybe a new cave connecting Mt Silver and Lake of rage leading to a snow mountain path
