A better way to do this would be to measure speed in relation to BST. Gen 2 is probably that low because of all the babbies and 1 stage shitmons.

Yeah, eliminate baby mons. Only do fully-evolved and single stages. Exclude legendaries/mythicals/megas for one chart, then make a second chart including them.

I don't know where UBs would fall due to their min-maxing being akin to legendaries, but yet they're supposed to be regular mons.

Gen 1 had a lot of typically 'fast' pokemon with its flying and electric types, while Johto only had a few of those and instead had a lot more of the bulkier steel types. Everything past that I could chalk up to coincidence, though by gen 5 they may have been trying to specifically make things faster or slower to try and affect the meta.
