And removing Pokemon would require cutting it off from past generations, and considering how much that pissed people off back with Ruby/Sapphire, them doing it again would be franchise suicide. At absolute most, they'd make all but the ones they selected "legacy Pokemon" where they don't have dex entries etc, and make it that Legacy Pokemon can only be obtained via transfer or by breeding
Which honestly wouldn't be a bad idea. It would let them deal with the approaching 1000 Pokemon problem, and can refresh it every generation. Heck, Gen 7 was kind of a step in that direction with the lack of national dex
