I’m just saying it makes more sense to make it /dragon to complete the /dragon starter trifecta. That and the fact that strong jaw would make it absolutely garbage, the only moves he has that can capitalize on it are Crunch and Ice Fang so all it would do for him is give him a better ice move while weakening his main water attack. Tough Claws is the ideal way to make him stronger because it will empower all the attacks he mainly uses and finally give him a reason to use Aqua Tail, which fits as a signature move for him in a similar way that Eruption or Flame Wheel did for Typhlosion
