Thunderwave, Sing, Will-o-Wisp, and such are guaranteed if they don't miss altogether.
And Status effects are a big enough deal in this game, that there need to be some trade-offs there, as well.

Although, at least with paralysis, you get a constant effect as well as the chance for full paralysis.
