I strongly doubt that Ash will lose his at least, since unlike Megas, Z-Moves are something every Pokemon can use

As for Team Rocket, they leave all of their Pokemon other than Wobbuffet at the Team Rocket HQ in Kanto, so there's not much point in them keeping theirs

Yeah, but Ash hasn't been allowed to carry anything over to a new region at the start since Johto like pic related. It's especially true if they introduce another trinket-based power mechanic in the next region.
