Could have been a prototype totodile, but I think it was likely its own thing. I dont think the doodles so far have been too far off what it was intended to be, though I think it might have a hybrid between a several species of reptile. Baby croc, bearded dragon and maybe gecko?
It looks like it would have been a one-off plain Dragon type probably hidden in one specific area like Farfetch'd, but i think they dropped it because they wanted Dragonite to be something truly unique so fighting Lance had way more impact. A lot of kid trainers wouldnt have been prepared to handle Dragons.
