It's possible. Grid-based movement could also make encountering Pokemon out in the open easier, if that is indeed the case judging by that screenshot.

It's a bit of a retarded question, it depends. You won't be able to "realistically" for lack of a better word, have a Pokemon that's not tiny Pikachu, Eevee, or your starter at best because something like Gyarados or Palkia is immense.

I think the only reason why that shore has a grid like appearance is because Game Freak is afraid/too lazy to change Kanto in order to improve it.
