Do you prefer your Elite Four to be minor characters with no plotline significance, or for them to be fleshed out characters from the story?

one or two/one and the champion

i went into sm relatively blind and when i got to the elite four i faced them from left to right and it was a nice surprised at the end seeing kahili instead of another trial captain or kahuna from the main game

its nice when characters like the e4 that should be important actually get some development before you face them but if they always just rehashed characters they used for something else in the story then itd be kinda lame

Fleshed out, but not to the extent that we know everything about them once we get to them.

Encounter them a few times in the story, have a few help out before the league, but never battle them until you reach the league. Also continue to flesh them out through one event or another post league.

Alola's league was pretty boring since I'd kicked everyone's ass already.

I like Lance. He shows up, you get to do something fun with him, then he's gone until you battle the E4/Champion. He gets mentioned a couple of times throughout the story so you find out a little bit about him. He's not intrusive at all. He doesn't butt in on your story. He just there doing his thing and you get to join up with him for a short time.

I like when they are significant. For example Malva and Nanu had some interesting involvement but on the other hand there's Flint and Olivia appear pre post game but they're not much important story wise

I think there needs to be a bit of balance...on one hand, I love coming in and being surprised by trainers. I'm cool with hearing info on them sprinkled throughout the journey, but I like to feel like I'm battling a boss and not my pal I've seen all game.

Sometimes, it's nice to see a familiar face with a great backstory and character. Nanu comes to mind on this, love his character and facing him as an elite four was made all the more special for it. Molayne felt cheap in USUM. If they were going to replace Nanu, I'd have preferred an unknown.

I do not like them to be in the story at ALL. It takes away from the mystery. What was cool about Gen 1/earlier gens is that you didn't know anything about the elite four so they were really intimidating.

Gen 1 are literally only intimidating in Gen 1, and that's because they're the endgame. Otherwise, all fear comes from the Champion if anybody. Everybody else might as well be a formality, because you know you've already prepared for this.

Sinnoh had the best Elite 4.
Most of the other regions had talking caricatures who wouldn't look out of place at ComicCon, but Sinnoh's Elite 4 consisted of normal people with a few quirks who were actual professional trainers.

Out of all the gens I can only name a handful off the top of my head, but they all have their niches and particular things that make them stand out from each other. I don't think a particular gen is any better than the other, you could probably interchange them between gens and I could still see it being a decent fit.

I'd like if we see or hear their names in passing through towns, but never actually see them in person until we battle them. that way we know who they are and their influence on the region, and they might have heard about us too. I'd appreciate it also if not all of them are goody-goodies and have something like Kanto manga E4 so we have more of a reason to take them down outside of there being nothing else to do.

I don't like the Elite Four to have exposition, just put some random NPCs through the game saying how the EF are the toughest trainers out there and you are set.

The latter mostly.
Outside of gen 1 and 7, (1 for obviously different reasons), so many of them are easy to forget and don't feel terribly climactic, but rather just like some glut of gym leaders stuck together that you've not seen prior. While they have the advantage of being fresh faces and introducing more designs, it's more impactful when it's people you've met along the way to give you your final round of tests. Ironically enough, because of that in SM/USUM, it made Kahili stand out more, so it benefited her as well.
