I go for level 51 just because I hate having a partially filled exp ball in battle in PVP/facilities and I'm not going to use a rare candy to get every mon from level 49 to 50.

Most of those are late game encounters, it wouldn't make sense if they evolved before you caught them. Some of them are pretty dumb though.

Pokemon level curve should be adjusted somewhat, 30's is too early for most 3 stages. However, if they aren't going to bump every other Pokemon up they should retcon these levels

The worst of these has to be braviary and mandibuzz. They're literally baby-mon until their lvl 50s, thats inexcusable.
Same with larvesta and volcarona desu, literally a caterpillar bug pokemon until lvl 60, I would have accepted lvl 32, but not any higher.

I'm not big on that early Volcarona since between its pre level 55 moveset and main game TM access leads to a crippled movesets. I ended up killing it right before the E4 and catching it after, handy Black 2 basically hands you a power lens/anklet.

Also retarded random levels.

Ice Cream and 0 Moves Gears are the most offensive in this list, one for being a midgame/lategame Ice type and other for being completely useless. These high level evos for shitmons when Darumaka and Scraggy all evolve earlier with at least 10 and 20 levels gap. Even Golett and Elgyem are more bearable.

How would a cocoon stage make it more like a legendary? There's the SM ones but they didn't exist yet. Cocoon stage would just make it like the meme butterflies.

Almost every time I look at a Unovamon's evolution level criteria, I wonder who thought any of this was acceptable? Like being stuck with Sewaddle until Lv. 20, Darumaka evolving all the way at 35, Timburr and Rogenrola at 25 Dwebble at 34, or Foongus at 39.
Then I remember it's because of their final evolution's power creep BSTs.

well i can at least tell you why they don't; they want to keep it consistent across all generations
the only reason they have ever changed evolution requirements is because a feature was straight up removed from the game and there would be no other way to evolve them
there's no real reason for them to do it, so that's why they don't
