Because it's Gen 1 design was never really stated to be completed so if they had to update it to fit well into modern Pokemon it would be more like so.

If they didn't plan on added Gorochu to the new games and it was just some old Gen 1 just get bigger look they would've probably provided a doodle of it or something on the interview.
