The Twitters are likely run by people who have no idea what is going on otherwise, they're just doing a job.
If they exist, it's quite likely they know the games are coming because they'd presumably know why the account exists if that's the reason but they're probably not paying attention otherwise.
Both Nintendo and Game Freak have talked about not hiring gamers because they want fresh eyes for new ideas so it's not exactly out of the realm of possibility that they don't have idea if they've actually been announced or not.
