Venusaur has been UU from Gen 1 to Gen 4 and then went to OU in Gen 5 when paired with ninetails, chlorophyll solar beam sweeper. Especially when Growth under harsh sunlight did a double boost for special and physical so Venusaur could use earthquake as coverage.
Blastoise has been straight UU from Gen 1 to Gen 5 because of its bulk and rapid spin, as this was a good way to remove hazard because defog wasn't reliable then.
Charizard was UU to BL from Gen 1 to Gen 3 but dropped in Gen 4 and 5 to NU their were simply better fire types to use like Volcano and Infernape, Blaziken. Eventually we all know the power creep of Gen 6 mega madness occurred. Where everyone became obsessed with Mega's
Overall all 3 starters are great period, but if your that fickle about it for consistency Venusaur had better usage over the years, then blastoise, then charizard until Mega's came and changed the entire game.
