It is hard for GF to actually get a feel for what is or isn't working, since the games always sell tens of millions of copies no matter what they do. It isn't like they've had to stumble along the way to refile their style, everything Pokemon has been profit gold from the start.

They get only so much artistic freedom, but they must also feel a quota of merchandising-exploitable monsters, because most of the revenue comes from there.

The Pokemon Company is just an entity that handles marketing and licensing for the franchise, it doesn't actually control anything regarding Pokemon. The rights are still an equal split between GF, Nintendo, and Creatures Inc.
