Ice is technically strong, but most of the Ice types are either slow and bulky (lol) or slow glass cannons. Very few of them can even take advantage of their typing because most of the Pokemon they have an advantage against have coverage against them purely by outspeeding them or outlasting them. It's all bad Pokemon, not a bad type.

Ice is a type that was always meant to excel offensively, it's complete shit when trying to use it defensively. But somehow, Gamefreak keeps fucking up by continuing to make slow and bulky ice types.

ice and rock will always be those types that are much better to use rather than to have as a typing. They would need to change their weaknesses and resistances a lot in order for this to change.

When I say "shit against important types" I was referring to what resists ice - i.e. fire, steel, water.
