I don't understand what your problem is. I had a great time exploring the sea routes and underwater spots in Hoenn. If you didn't buy repels when going out there then that's your own fault for being a dumbass who doesn't use the tools given to you by the game.

I remember accidentally finding shoal cave without meaning to, it was fun. The ocean exploration would be a lot better if they lowered encounter rates. I can totally understand why people don't like it.

Only thing I wished was that there was more variety in surfing encounters outside of Wingull and Tentacool, but that's already far ahead of what most games in the series have

Agreed partially. Sea routes area great and well made, its very nice to see another perspective.
But there is a problem:
FUCKING SEAGUNS AND KARPS.

For a game with "Too much water" we NEED "too much watermons fauna".
Unfortunately RSE give us fell watermons on surf/searoutes.

A good way to fix it is put more fish, water and flying mons. So it don't get too repectitive.

Wew lad, they weren't awful but they weren't great either. My distaste for the Hoenn water routes always stemmed from my first interaction with them

It's the pokemon diversity. You could have had a load of pokemon appear on routes:

In Dive spots, you could have:
Relicanth, Chinchou, Clamperl, Wailord, Horsea, Seadra

On the surface, you could have wild pokemon that include:
Gorebyss, Huntail, Corsola, Lanturn, Wingull, Tentacool, Mantine, Octillery, Carvanha, Sharpedo, Wailmer, Luvdisc, Magikarp, Gyarados

That's all you needed to change boring routes into something more interesting.

could also be interesting that if you were close to land you'd start encountering non-wingull birds or even insects, around the shipwreck have a few magnemites float around, maybe some polluted area with swimming grimer and a very rare chance of finding a relevant pokemon "swimming" from island to island (vigoroth would be a good choice for this)

Could easily have stuff like Swablu or Tailow appear over the open ocean. Maybe even have stranger things show up, like Baltoy or Claydol near the Sky Pillar or the hidden Regi caves

It's the same until you finish the Primal Groudon/Kyogre plot at Sootopolis, at which point you can start to encounter non-Hoenn Pokémon with the DexNav (although that applies to the whole region).

This is my guiding principle, use every last water type available to a Salty environment.

Vary them a bit by area,
>spheal line surrounding! Shoal cave and mossdeep
>sandbars including Barboach and Mudkip and a sick Wailord (gen2 miltank with befriend capture)
>more open area being exclusive to pelagic and drifters, hoenns Wingull and Tentacool swarms with “leaders”/evos being slightly rarer

>Gyarados or Milotic could appear in the rain, maybe unable to be captured or fleeing

Hoenn had so many water types it’s a crime to under utilize them

>Sealeo
>Walrein

Put weekly encounters of an injured Mudkip (or a beached Wailord) on that one remotely isolated sandbar to reward thorough divers.

The encounters are fine, my main qualm with water routes is they're too open-ended, it's not blatant where each route starts and terminates so you don't know you're being thorough in fighting all the trainers and the whole thing just becomes an endless slog lost in a featureless blue void, compared to on land where the route design is generally ok, the path is more contained, being relatively narrow either horizontally or vertically or both, and tilesets have some variety and at least is broken up with towns, gatehouses, etc. Diving does break the routes up a bit, it's just you don't surface where you submerged which is kinda disorienting. For exploring I'd rather trek down lots of small meandering paths methodically than surf around in the clusterfuck ocean.
