It's a shit attempt at a mimic. Could have made it like a fake Pokeball with a monster inside using it as a shell, instead of just slapping eyes on a Pokeball.
Even standard mimics did more than just putting angry eyes on a treasure chest. Voltorb and Electrode have no excuse for being this lazily designed.
