There are other comparable games on the 3DS that run just fine
Not to mention if a game is running that poorly on the system, they should probably try and change the game so it actually runs stable on the system, even if that means toning down the graphics. There was no excuse for XY let alone USM to run as poorly as they did.
Maybe if Pokemon wasnt Nintendo exclusive and was releasing on another console and they didnt want to have to tone it down just for the 3DS it would be a little more acceptable

They clearly couldn't manage the graphics they had on the 3DS(despite some games looking and running better) so instead of making the games look a little worse they just decide to keep the games in the state they were and release games that couldn't keep a solid frame rate
Since the Switch has more power, they'd more then likely try and push the games to the limit to the point where they arent stable and then just say "Oh well it looks nice" and release them
TL;DR The whole 3DS being weak argument is shit. Who cares if it's weak if you are only releasing the games for that console? The games should be able to run well on the only console that you are releasing games on. If they don't, you should try and fix that however you can
