Let us assume he is. The universe is so big that his actions do not matter at all or have very little signifiance. What he does and what he does not do is irrelevant. How can something be good and irrelevant at the same time? He cannot, is the answer.
Conclusion: Even if Lucario is a good Pokemon, he will still be a bad Pokemon.
Overall conclusion: Lucario is a bad Pokemon.
