>evolve Scyther into Scizor Evolving the Spinarak is fine because it's still weak, but giving Bugsy a Scizor would be too difficult for a second gym, when your highest level Pokemon might not have even reached Lvl 20.
I also don't get the whole issue with their aces being a Pokemon that originated from the 1st Gen. It's not a big deal at all.
