Is there a hack of GSC that lets me use my bros swinub and teddiursa early game, and has buffed their movepools and stats?

Pokemon Christmas has Swinub early-game (and it evolves sooner at 16?). It's a Gold romhack with a "wintry" setting (snow everywhere, characters dress warmer), and some HG/SS-esque changes. It's pretty awesome but unfinished for now (nothing past Champion).

Meanwhile, Teddiursa can be found early in Polished Crystal. An excellent, arguably better romhack.

You can use the Universal Pokemon Randomizer program to make Swinub and/or Teddiursa one of your starter choices if you'd like (you won't have to actually randomize anything). You just need a clean ROM of any of the Pokemon games and use the program to apply the edits. That may not be what you're looking for but figured I'd mention it.

you can find teddiursa violet side. However, when I was doing a replay of crystal on my GBC, it would always use its first move to run away, so it's a pain in the ass to catch.

Well maybe for the Randomizer. If you actually use the randomization instead of just changing the starter. But that's not a guarantee since everything's random.
