Taking an animal that usually lives in water and having it live in sand instead is a really common fantasy trope

Pokemon alone has three examples of this with the Gible line (sharks, and Garchomp takes it a step further by being able to fly as well), Hippopotas line, and Sandile line

Bahamut is sometimes described as having the head of a hippo. It also supports the earth upon its back.

Hippos also don’t just live in the water; they just like it there because it’s cooling compared to the hot climates they live in. They walk around on hot earth plenty.

The sand was never part of the Pokemon's design. It was just in the art and sprite to convey the idea of it being submerged in sand like a real hippo in water.
