Did you mean to say shiny? If so, yes you can get a female shiny Pokémon in Gen 2.

I imagine people who believe otherwise do so because both gender and shiny status in Gen 2 is determined by IVs, and they think that a female IV spread and shiny IV spread can't overlap, or because Pokémon with a 87.5% chance of being male cannot be shiny and they think this extends to all species.

I don't think I would have a problem with something like Farfetch'd. It depends on the species obviously. Pigs are a lot more intelligent than most people believe but they are happy to eat them anyway. Slowpoke will become exceptionally intelligent if it evolves into Slowking, but they are not killed to produce Slowpoke tails, so whatever.

I don't care. It's their meta. If someone doesn't like it then they can always play VGC, Anything Goes, or something else. Personally I couldn't care less for the PvP aspect of Pokémon because it's a single player game with connectivity thrown in as an afterthought, and it will never be fun because the game is and should be built and balanced around the single player.

The one that gives your Pokémon the characteristic you think suits it the most. Hyper Training exists now, so IV spread is irrelevant as far as stat optimization goes.
