the johto story isn't about EPIC ULTIMATE EVIL SHADOW ORGANIZATION SUMMONING ULTIMATE LEGENDARY MEGA POKEMON TO DESTROY THE WORLD
like all the later games are about. it's about an impotent group of goofy bad guys trying to reform after a 10 year-old disrupted their plans in an adjacent region, and it's only the side-story to you becoming a johto league champion and having a fateful meeting with ho-oh/lugia.

Relative to the gens they came out they're EQUALLY as bad. Of course the gen 1 version has shittier moves because there was less move variety in general. The game made 18 years later shouldn't have just as bad movesets you faggot.

He was incredibly diligent with those stat-boosting items, but unfortunately the AI had a tendency to buff a 'Mon when its health would be a critical levels, rather than heal or attack, especially if the later would netted a guaranteed victory on his part. With a bit of polishing for modern standards, this guy would be a nightmare.
