Look at the tail. It's a special genderless Pikachu so it can't breed. Why would they want to limit breeding? Because they don't want you to have more than one Pikachu, nor do they want you to be able to evolve a Pikachu into a Raichu.

This only makes sense if it's from a Yellow remake.

also both tails are there so that two entire models dont have to be made for both genders. once the gender is decided by the personality value, it would select one of the tails and permanently hide the other
