Gens1 & 2 pushed the original Game Boy and GBC to their limits.
Gen 3 was decent, but never really pushed the GBA to its full potential.
With the exceptin of HGSS, none of the DS games really took advantage of the console it was on.
And all the 3DS games run like shit on the console they were designed for.
TLDR, Pokémon has advanced in quality at a much slower rate than the hardware and the industry as a whole. Hence very similar games are amazing in 1998, but crap now
