Arguably Jigglypuff is a secondary, or at least tertiary, mascot. She has had a ton of appearances in various media, was one of the Pokémon who appeared on the Pokémon plane, and recognisable even amongst parents of kids who watched the show though they will probably call her wigglypuff. She definitely outranks fucking Blastoise.
