You can complete the game but there are some random bugs and a "this is a beta, don't be surprised if you turn gay and die" version out. Play the game slightly under-leveled on hard mode for a challenge. I think the site was like p-insurgence for the download. Just google it.
Nintendo started using a few fangame concepts that were in insurgence, like IV adjustment and Alolan Pokémon. Can't remember anything else off the top of my head. Fun game, decent to middling art, enormous map. 7-8/10. 9/10 for Pokémon fangame.
