Out of all those pokemon, here are all of the pokemon grass has an advantage against (in HG/SS): Chuck's poliwrath, Pryce's 3 pokemon are weak to grass, but also have ice attacks, Jasmine's magnemite are electric which are resisted by grass, but also resist grass, will's slowbro, and bruno's onyx. That's it. Those are the only opportunity to use grass attacks in Johto besides random trainers and wild pokemon (at least grass fares better in kanto).
Meanwhile theres a flying gym which resists grass, a bug gym which resists grass, a ghost gym which doubles as a poison gym, a steel gym, an ice gym, a dragon gym, a poison elite 4, and the champion has all flying pokemon.
Even if chikorita wasn't dogshit, it mostly only does neutral damage the whole region.
