While the staff of the story games seem to put more effort in their releases, Digimon games itself just hasn't cut out its own niche effectively and the story games don't being anything new to the table because its just Pokemon but with a worse battle format (triples) and a worse type system.
The World games are more effective because its more compatible with digimons niche: caring for monsters that can turn into almost anything, and building resources, all in real time. However, until they perfect those games, they wont live up to Pokemon. Pokemon has been building on and improving their same formula for years, while Digimon simply refuses to do so, instead going for a formula that the competition has been using for 20+ years, and thus being worse at it. If they can make their franchise and games completely stand out, gameplay wise and conceptually, as well as put in the same amount of effort, I seriously think that they can overtake Pokemon. But first, they have to put in more conceptually different gameplay elements break away from its shadow, and story is not the way to do so.
