As for Lugia not being Flying-type, its signature move is Aeroblast. Its Pokedex entries mention its ability to destroy houses and forests with flapping of its wings. In the latest movie, Lugia is going to be associated with a Wind Festival. Wind = Flying. It's Flying-type makes sense.
Lugia and Ho-Oh weren't meant to be strict parallels either.
