No, the Indian Elephant bit is likely the Pokedex breaking the fourth wall and referencing a real life, large animal just to give the reader a good grasp of how powerful Raichu's electric shocks are.

This might be a far fetching theory but I wonder if the Pokedex entries mentioning the Indian elephant originally referred to the beta elephant mon, and after it was scrapped they changed it to Indian elephant instead.
