Also if you think about it, it makes quite sense. Let´s take team rocket from rgby. What do we see? How they make money out of stolen pokemon, how they infiltrate a whole graveyard, and how they invade silph co. Now why silph co, the place where the ceo gives us the masterball, because giovanni wanted the masterball.
And the last question: Why the pokemon tower? Because of Fuji, because fuji once worked for Team Rocket and he was the one who set mewtu free.
Yeah but all of that sounds like a coincidence right? Now take USM, we see giovanni with a mewtu and people think: Oh yeah because of the first movie! But that is wrong. That giovanni is not the one from rgby, it´s the one from a parallel universe, where he won like the others.
And now look at all his balls, it´s a masterball.
So now we can put the pieces together and realize the actual story of team rocket:
1. Giovanni searches for a new Pokemon
2. They find mew
3. Thanks to mews power they force it to change/evolve (sounds familiar right? Kinda like TR from Gen2) and they call it Mew2, like how goku goes from SSJ to SSJ2
4. Mew2 is way too strong and fuji frees it
5. Giovanni searches for a way to finally catch mew2 so he has the ultimate pokemon
6. Giovanni founds his operations and science stuff with the casino.
7. He kidnaps fuji so he tells him where mew2 is
8. He goes into Silph Co steals the masterball and makes much more of them just for him
There you go, but honestly I like the we clone mew and ditto is just the failed clone much much more.
