No, the thing about Johto's level curve isn't that it's too "hard" - it's that it's incredibly boring, because literally no minor NPC fights even bother pretending that they might stand a chance against your team.
About half of the Gym Leaders are maybe threatening. The Pokémon League is kind of threatening and is the only thing that's ACTUALLY overleveled, but let's be honest - it's actually a pretty fun League for that reason. The League being overleveled isn't a problem with Johto's level curve; it's a series staple that has been observed to work well time and time again.
The problem is when no OTHER fights are interesting. At all. Like, they're the most bland, filler-y NPC teams in the game and I have no interest in fighting someone who uses the same Pokémon as everyone else at the level I was at four Gyms ago for no good reason.
The complaint isn't that "people are grinding when they shouldn't be" - the complaint is that "every single NPC fight IS a grind."
Johto's levels ARE awful. There is literally no way to justify this. And you're completely wrong if
