Having to wait until level 50 or later sucks, especially whe every other pokemon has evolved by then and the enemy trainers are using fully evolved pokemon. Makes it hard to level up the stragglers in a natural way, which means the payoff has to be extra worthwhile, such as for a pseudolegendary.
